The Ministry of Finance and the Central Bank did not support the proposed reform of the MLA

Representatives of the Bank of Russia and Ministry of Finance consider that the proposals for the reform of the MMI system do not take into account the interests of insurers and the authors of the bill did not understand the consequences of such changes.


The government submitted to the state Duma a draft law proposes to transfer authority to the insurers for medical care provided to Federal health organizations, Federal Fund of obligatory medical insurance (FFOMS). This initiative eliminates from the process the private insurance companies, writes the newspaper “Vedomosti”.

The bill also halves the amount of funding of the costs of doing business insurers.

The bill is intended to increase the availability of high-tech medical assistance provided on the basis of the Federal centers for most difficult patients in need of such assistance and protects the interests of patients. Unfortunately, at the moment in some regions there is shortage of availability of such assistance— says the assistant Minister of health of the Russian Federation Alexey Kuznetsov.






At the same time the representative of the Bank of Russia Ekaterina Abasheeva noted that this initiative is too hard hit by the insurance companies.

In terms of cost of litigation bill contains no economic and financial justification, which would indicate that it can cut in any way acceptable to those companies that are currently on the marketshe said.

The insurers themselves on the eve of sent Prime Minister Mikhail Mishustin letter, which criticized the government’s proposed bill.
